Oh, I almost forgot, but I think it is more of a case that Sand informed kakashi he was Hokage. Like, back when Danzou fled all the other Kage were like "Who will represent the Leaf" and the Sand sibs were all "um, we're tight with Leaf, so we're gonna say Kakashi." and they were all "Oh, we've heard of that dude. Okay." And they totally ignored the all the political manuvering that Konoha seems to need to get a new leader. So, either Sand has some really good, well-placed spies within the Konoha political system, or else they just named another country's leader for lulz.
