IMO, the Ruby/Sapphire arc had the most well-constructed plot, the deepest-developed characters, and the best Crowning Moments of Awesome in the entire manga. Especially for being the fourth major arc and being the first to have no real continuity to the first arc (i.e. it can stand separately on its own, unlike the tangliness of the RBG/Y/GSC arcs and then the FRLG arc skipping back to that whole mess and then the Emerald arc attempting to tie it all together and ending up being this kind of plot/character trainwreck centered around the least likable main character. :/).
Although I do like the Emerald arc for the crazy insane amounts of Ruby/Saph UST. SERIOUSLY, EVERY TIME THEY APPEAR TOGETHER IN A PANEL, I AM LIKE, "WHY ARE YOU TWO NOT MAKING OUT OH MY GOD SERIOUSLY."
